How every legendary and mythical is actually obtained in COBBLEVERSE
Legendary and Mythical Pokémon in COBBLEVERSE are never simple random encounters. Most are tied to the Poké Radar system from LumyMon (lumymon:poke_radar, crafted from iron and redstone around a Locator Chip found in bastion treasure, end city and ominous trial vault loot): upgrade the radar with type gems and key materials to track a legendary's structure, then bring the right summoning item to the altar inside. Others are guarded by the Legendary Monuments shrine system, hidden behind boss trainers of Team Rocket and Team Galactic, or simply roam the wild as ultra-rare natural spawns. Every method below is taken from the pack's own spawn data, recipes, loot tables and advancements.
Craft the Articuno Radar (Poké Radar + Ice Gem + Never-Melt Ice + Blue Ice) to locate Articuno's tower. The Glacier Feather is found inside the tower itself — use it at the altar to summon Articuno at level 50.

Four cursed shrines from Legendary Monuments hold the Treasures of Ruin. Their seals drop from Nether loot (bastion, nether fortress and ruined portal chests); combine each seal with a Dark Tera Shard, the matching type gem and a Poké Radar to craft its shrine radar: Wo-Chien Radar → Grasswither Shrine, Chien-Pao Radar → Icerend Shrine, Ting-Lu Radar → Groundblight Shrine and Chi-Yu Radar → Firescourge Shrine. Wo-Chien, Chien-Pao, Ting-Lu and Chi-Yu appear at their shrines at levels 65–80.

Check each species' Pokédex entry for exact conditions.
Every legendary hunt in COBBLEVERSE starts with the same toolkit. A Locator Chip — rare loot from bastion treasure chests (~50%), end city chests (~14%) and ominous vault rewards in trial chambers (~29%) — crafts into the base Poké Radar, which upgrades into a specific radar for each legendary. A radar alone doesn't point anywhere: place it in the matching region's cartography table together with an empty map to print a treasure-map route to the structure. Kanto structures use the Kanto Cartography Table; the Nether and End have their own tables. If the table says the structure is out of range, craft a Battle Seeker to extend the search radius (up to around 25,000 blocks, per RXCALIVER). He also notes the Explorer's Compass mod can locate structures directly, but it is not part of the pack — you'd have to install it yourself.
Per RXCALIVER's guide, Johto structures only start generating once Kanto is finished — all eight gyms, the Elite Four and the champion. From there the workflow is the same, but maps must be printed at the Johto Cartography Table (crafted with an Azure Ball instead of a Poké Ball).
Hoenn structures require beating Lance, the Johto champion, before they'll generate (per RXCALIVER). Maps come from the Hoenn Cartography Table, crafted with a Verdant Ball. Most of this region's hunting happens at sea, so bring a boat, water-breathing gear and ideally an elytra; the Battle Seeker range extension matters more here since ocean structures can print as "too far".
